The Certified Local Farm and Fish Food Aggregation Grant Program is designed to enhance Maryland's local food system by providing financial support to small farmers. The Maryland Agricultural & Resource-Based Industry Development Corporation, known as MARBIDCO, administers this grant, which is available to applicants across all counties in Maryland. The primary purpose of the grant is to fund projects that facilitate the aggregation of products from small farmers, enabling them to reach larger markets. The program is divided into two distinct funding levels: the Small-Scale Farmer Entity Aggregation Project and the Public Sector Aggregation Project. For the Small-Scale Farmer Entity Aggregation Project, grants range from $25,000 to $100,000. Applicants must include at least four Certified Local Farm and Certified Chesapeake Invasive Species Providers and demonstrate a minimum of 20% matching funds from private sources. Eligible projects may include agricultural product aggregation and distribution entities or legally organized farm cooperatives. Applicants must also provide evidence of a commitment from a wholesale or institutional buyer to purchase a specified quantity of products.
The Public Sector Aggregation Project offers larger grants, ranging from $150,000 to $300,000, and is intended for public entities such as county governments, municipalities, community colleges, and universities. These projects should primarily serve as aggregation centers for wholesale and institutional buyers. Applicants must show a commitment to purchase from at least four Certified Local Farm and Certified Chesapeake Invasive Species Providers and provide evidence of a commitment from a wholesaler or institutional buyer. Similar to the small-scale project, a 20% match of funds is required.
Eligible expenses for the grant include a variety of equipment and facilities necessary for food aggregation and processing. This may encompass refrigeration and storage equipment, handling equipment, processing facilities, and working capital, which is limited to no more than 20% of the overall grant award. The grant is structured to support projects that enhance the capacity of small farmers to meet the demands of larger markets.
