Description

The Illinois Environmental Protection Agency (EPA) has announced the Energy Efficiency and Conservation Block Grant (EECBG) Program, funded by the Infrastructure Investment and Jobs Act (IIJA) and the U.S. Department of Energy (USDOE). This grant supports energy efficiency and conservation activities to reduce fossil fuel emissions, decrease energy use, and build equitable energy economies. The program emphasizes activities benefiting disadvantaged communities, aligning with the federal Justice40 Initiative.

The total program funding is $1,072,807, with individual awards ranging from $50,000 to $250,000. A maximum of 20 awards are anticipated. Eligible applicants include local government units within Illinois that are not recipients of direct formula funding from the USDOE's EECBG Program. Applicants must register and pre-qualify through the Illinois Grant Accountability and Transparency Act (GATA) portal and meet all pre-qualification criteria, including being in good standing with the Illinois Secretary of State and not appearing on the federal or Illinois Stop Payment lists.

Eligible projects include energy audits and building upgrades such as HVAC system improvements, lighting, weatherization, and building electrification measures. All projects must focus on retrofitting existing buildings rather than new construction and must demonstrate measurable energy savings or efficiency improvements. Projects involving infrastructure must comply with federal and state laws, including the Build America, Buy America Act and the Davis-Bacon Act.

Applications must include a comprehensive narrative project plan, budget details, documentation of past or current energy plans, and any relevant building audits. Applications are due by February 3, 2025, and must be submitted electronically to EPA.EnergyGrants@Illinois.gov. The Illinois EPA will evaluate applications based on completeness, environmental justice impact, energy burden relief, partnerships, and alignment with program goals, using a merit-based review process.

Successful applicants will receive a Notice of State Award (NoSA) and must execute a grant agreement with the Illinois EPA. Reporting requirements include quarterly performance and financial reports, with a final report due by July 2026.
