The Ryan White HIV/AIDS Program Part C Capacity Development Program (HRSA-25-049) is a funding opportunity administered by the Health Resources and Services Administration (HRSA) under the HIV/AIDS Bureau/Office of Program Support. The program is designed to enhance the organizational capacity of health care providers to deliver high-quality HIV primary health care services for low-income and underserved populations living with HIV. The program aligns with federal strategic frameworks such as Healthy People 2030, the National HIV/AIDS Strategy (NHAS) 2022-2025, and the Ending the HIV Epidemic (EHE) initiative.
This funding opportunity supports one-year projects focused on capacity development activities that will be completed within the period of performance from September 1, 2025, to August 31, 2026. The total anticipated funding for FY 2025 is $9,000,000, with up to 60 awards expected. The maximum funding amount per award is $150,000 per organization. The funding is contingent on the availability of appropriations and may be subject to change.
Eligibility for this grant includes public or nonprofit private entities, such as community-based organizations, state and local governments, Native American tribal governments and organizations, and nonprofit institutions with or without 501(c)(3) IRS status. Individual applicants and foreign entities are not eligible. Applicants must be located within the United States, including U.S. territories and freely associated states.
Applicants can propose one activity under one of two categories: HIV Care Innovation or Infrastructure Development. Activities within these categories include strategic partnerships, streamlined eligibility for services, inclusive care for underrepresented communities, coordination of primary care with oral or behavioral health, and emergency preparedness, among others. Funding cannot be used for direct service provision, research, long-term activities, or infrastructure projects such as land purchases or building renovations. Cost-sharing or matching funds are not required.
The application deadline is March 18, 2025, at 11:59 PM ET. The anticipated award date is September 1, 2025. To apply, organizations must register with SAM.gov and Grants.gov well in advance. The application process includes submitting an abstract, narrative, budget, and required attachments. Applications will be reviewed based on criteria including need, response, impact, resources and capabilities, and evaluation measures.
