Completion Bonus Grant Program
This program provides financial incentives for developers of new electric generating facilities in Texas that can produce 100 MW or more, helping to ensure a reliable power supply for the state.
Description
The Texas Energy Fund's Completion Bonus Grant Program supports the construction of new dispatchable electric generating facilities with a capacity of 100 MW or more in the ERCOT (Electric Reliability Council of Texas) power region. This program addresses the critical need for reliable and dispatchable power for Texans, incentivizing eligible facilities to enhance grid reliability. Applications for the program will be accepted through the TEF Portal starting January 1, 2025.
Eligible projects are new dispatchable electric generation facilities that have met specific planning requirements after June 1, 2023, and are scheduled to interconnect with the ERCOT grid by June 1, 2029. The facilities must comply with performance standards established by the Public Utility Commission of Texas (PUCT) to qualify for the grant. The grants will be paid in installments over a 10-year period, contingent on the facility meeting the prescribed performance standards.
Interested applicants should review the program’s rule, 16 TAC §25.511, to confirm eligibility. To apply, applicants must first log in to the TEF Portal and complete the application, including all necessary file uploads. Additionally, a submission statement must be filed separately on the PUCT Interchange under Filing Number 57308. Detailed application guidance is available in the Completion Bonus Grant Program FAQ and Program Manual, which are accessible through the program's resources.
Applications open on January 1, 2025, and interested parties should prepare in advance by reviewing the available resources and ensuring compliance with all program requirements. A video tutorial and comprehensive FAQs are provided to assist applicants in understanding and completing the submission process.
