Description

The ORV Trail Improvement Fund Grant, administered by the Michigan Department of Natural Resources (DNR), provides funding to maintain, develop, and restore designated off-road vehicle (ORV) trails, routes, and areas throughout the state. The program aims to support the upkeep of established trails, create new recreational opportunities for ORV users, and restore natural resources impacted by ORV activity. These efforts ensure the sustainability and accessibility of Michigan’s extensive ORV trail system while promoting responsible land use.

The grant program funds three primary activities: maintenance of existing ORV trails and facilities, development of new trails and related infrastructure, and restoration of public lands damaged by ORV use. Eligible projects must be open to the public and contribute to the enhancement of Michigan’s designated ORV trail system. The funds are allocated based on applications submitted by eligible entities and are awarded annually.

Local government agencies and nonprofit, incorporated clubs and organizations are eligible to apply for funding. Individual applicants are not eligible. The application process opens in early spring, with grant applications due to the Michigan Department of Natural Resources by May 1 of each year. Applications must include all required documentation and demonstrate how the proposed project aligns with program objectives. The Department reviews applications, selects projects for funding, and issues grant agreements in late fall for the following ORV season.

The grant provides funding of up to 100 percent of project costs, subject to the availability of funds within the ORV Trail Improvement Fund. The specific amount awarded depends on the total funds allocated and the number of successful applications. Grant agreements cover a full fiscal year, running from October 1 through September 30.

The selection process considers project feasibility, public benefit, and alignment with the overall objectives of the ORV Trail Improvement Fund. Applications for trail or route development must ensure the project remains accessible to the public, while damage restoration projects must occur on publicly owned land. Awarded funds must be used in accordance with the guidelines established under Part 811 of the 1994 PA 451, as amended.
