The Portland Clean Energy Community Benefits Fund (PCEF), administered by the City of Portland’s Bureau of Planning and Sustainability (BPS), has opened its fourth Community Grants Program funding cycle. This initiative, launched following the 2018 voter-approved measure, aims to support community-led projects that reduce greenhouse gas emissions while promoting climate, social, and economic justice in Portland, Oregon. The PCEF program is the first environmental initiative in Oregon led by communities of color and offers long-term, consistent funding to support Portland's climate action goals, particularly prioritizing low-income residents and communities of color.
The current funding round will distribute up to $67 million to support planning and implementation projects in five core categories: energy efficiency and renewable energy, regenerative agriculture and green infrastructure, workforce and contractor development, transportation decarbonization, and other projects that reduce greenhouse gas emissions. Projects must be community-driven and must benefit under-resourced and frontline communities most impacted by climate change. Examples of previously funded efforts include tree planting for urban cooling, sustainable farming initiatives, safer infrastructure for non-motorized transportation, and energy efficiency upgrades in affordable housing.
Eligible organizations are encouraged to apply by May 27, 2025. The application period opened on March 26, 2025. The program is not rolling, and the deadline is strict. The grant is recurring, with this being the fourth funding cycle, though details about the next expected cycle were not provided. Both planning and implementation proposals are accepted, ensuring equitable access to resources regardless of an organization's capacity.
Applicants are supported through technical assistance such as office hours, an applicant handbook, and additional guidance materials accessible via the PCEF website. These tools are designed to ensure accessibility and understanding of the application process, especially for smaller or community-based organizations. By offering this support, the fund aims to build capacity and ensure that Portland's climate action efforts are inclusive and effective.
The initiative operates under the oversight of the City of Portland Bureau of Planning and Sustainability, a department that plays a leadership role in environmental planning, renewable energy promotion, waste management, and digital equity. PCEF has granted over $219 million to date and continues to be a major funding stream for equitable and community-led environmental work. The program is part of the City’s Community and Economic Development service area, which includes a range of departments aimed at fostering prosperity and resilience for Portland residents.
