This funding opportunity provides financial support to organizations that enhance leadership, management, and fiscal practices in Head Start and Early Head Start programs serving children and families.
Description
The Administration for Children and Families (ACF), Office of Head Start (OHS), announces funding for the National Center on Program Management and Fiscal Operations (NC PMFO). This initiative will provide training and technical assistance (TTA) to enhance organizational leadership, governance, program management, and fiscal oversight within Head Start and Early Head Start programs. The NC PMFO will also deliver workforce support to recipients serving children and families, leveraging evidence-based and research-informed practices.
The funding opportunity totals $7.6 million, with a single cooperative agreement available. The award duration is expected to be 48 months, starting September 30, 2025. Eligible applicants include higher education institutions, tribal governments, nonprofits, small businesses, for-profit organizations, and other entities meeting the specified requirements. Applications may also be submitted by consortia, provided the lead applicant plays a substantive role in the project.
The NC PMFO will be part of a broader OHS TTA system, collaborating with three other National Centers: the National Center on Parent, Family, and Community Engagement; the National Center on Early Childhood Development, Teaching, and Learning; and the National Center on Health, Behavioral Health, and Safety. The awarded organization will engage experienced subrecipients to address the complex needs of Head Start and Early Head Start programs.
Applications must be submitted electronically via Grants.gov by the anticipated due date of June 2, 2025. Applicants are encouraged to register in advance with SAM.gov and Grants.gov to ensure timely submission. Faith-based organizations are eligible and can apply under the same terms as other entities.
