Additionally, organizations in Minnesota must serve Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, Washington, and Wright counties. Organizations that have previously received funding must also be in good standing with all grant reporting requirements.

Certain groups are not eligible to apply for the grant. These include government entities, organizations applying through a fiscal sponsor, and those whose primary purpose is to raise funds for other organizations. Additionally, organizations that require participants to engage in religious programming are also excluded from eligibility. Applications must be submitted on time and in complete form, as late or incomplete submissions will not be considered.

The evaluation of applications will prioritize organizations with a proven track record in improving financial literacy and employability, those using evidence-based approaches, and those demonstrating financial and organizational strength. A commitment to diversity, equity, and inclusion, as well as collaborative work practices, will also be considered favorably in the evaluation process.
