Description
The FY2025 Transitional Living Program (TLP), managed by the Administration for Children & Families (ACYF/FYSB), will provide grant funding to support organizations that deliver shelter and comprehensive services to homeless youth aged 16 to 21. This program aims to facilitate youth transitions to self-sufficiency and stable, independent living by offering shelter for up to 18 months (or 21 months in certain cases) along with supportive services. These services focus on improving four core outcomes: stable housing, educational or employment progress, permanent connections, and social and emotional well-being.
The TLP anticipates issuing approximately 77 awards, with total funding estimated at $19,312,000. Individual awards will range from $100,000 to a maximum of $250,000. This grant requires cost-sharing or matching funds, making it suitable for organizations that can supplement federal funding to deliver long-term support for youth. Eligible applicants include public and nonprofit private entities such as state and local governments, tribal organizations, independent school districts, housing authorities, higher education institutions, and community-based nonprofits. For-profit entities, individuals, and foreign entities are ineligible. Faith-based organizations meeting eligibility requirements may apply without discrimination based on religious character or affiliation.
Priority will be given to organizations with experience serving runaway, homeless, and street youth, and applicants cannot be part of the juvenile justice system. The anticipated posting date for this funding opportunity is February 28, 2025, with applications due by May 1, 2025 (11:59 pm EST). Awards are expected to be announced by August 29, 2025, with project start dates anticipated around September 30, 2025.
