The City of Saint Paul, Minnesota, has opened its 2025 grant application cycle for the Neighborhood STAR and Cultural STAR programs. These grant programs aim to enhance the city's vitality through investments in neighborhood infrastructure and cultural initiatives. Applications for both programs are due no later than Friday, May 2, 2025, at 4:00 p.m., and must be submitted through the respective online portals.

The Neighborhood STAR program is focused on supporting capital improvement projects within Saint Paul neighborhoods. Eligible applicants must either be located in or do business within Saint Paul, and the proposed project must involve a physical capital improvement with a projected lifespan of at least seven years. Projects must demonstrate how they will contribute to the prosperity, cultural diversity, or vibrancy of the neighborhoods they serve. Comprehensive program guidelines are available in multiple languages including English, Spanish, Hmong, Somali, and Karen. A virtual pre-proposal workshop will be held on Tuesday, April 8, from 1:00 to 2:00 p.m. to assist applicants in understanding program requirements and application strategies. The Cultural STAR program aims to strengthen Saint Paul’s arts and cultural ecosystem while also reinforcing downtown as a vibrant cultural hub. Grants are available in three categories: special projects, organizational development, and capital improvements. Special projects and organizational development activities must take place between August 1, 2025, and July 31, 2026, while capital projects may be conducted through July 31, 2027. A virtual information session for Cultural STAR will be held on Tuesday, April 8, from 11:00 a.m. to 12:00 p.m., and applicants can seek assistance from PED-CulturalStar@stpaul.gov.

Both STAR programs aim to foster economic growth, community development, and cultural vibrancy in Saint Paul. Applicants are encouraged to carefully review the program guidelines and attend the virtual sessions to maximize the strength of their submissions.
