Coal Study in Wyoming
This grant seeks proposals from qualified organizations to conduct a comprehensive study on Wyoming's coal resources, focusing on supply, demand, regulatory conditions, and infrastructure needs to support a sustainable coal market.
Description
The Wyoming Energy Authority (WEA) has issued a Request for Proposals (RFP) to conduct a comprehensive study on Wyoming’s coal resources. This initiative aims to address critical areas such as current and projected coal supply, domestic and international demand, regulatory conditions, infrastructure requirements, and potential reforms that could support a sustainable thermal coal market in Wyoming. The study focuses particularly on the Powder River Basin and the Green River Basin, the two major coal-producing regions of the state.
The primary objectives of the study include evaluating the current status and remaining reserves of Wyoming coal, characterizing the domestic and export demand for thermal coal, and identifying investment trends for the development of new coal-fired generation facilities within the United States. In addition, the study will explore new leasing needs to ensure continued supply, the feasibility and requirements for increasing coal exports, the state of infrastructure needed for those exports, and the associated permitting and construction timelines.
Another key component of the study will be the identification of regulatory constraints affecting various stages of coal development and utilization—including leasing, permitting, mining, burning, and exporting—and the formulation of targeted recommendations for policy or regulatory reforms to maintain the viability of Wyoming’s coal industry in both the short and long term.
The RFP encourages all interested and qualified parties to submit questions related to the study no later than 5:00 PM Mountain Standard Time (MST) on April 7, 2025. All proposals must be submitted by 5:00 PM MST on April 25, 2025. Further details, including submission procedures and scope of work requirements, are available in the full RFP documentation, which applicants are encouraged to read in full.
The designated point of contact for this RFP is Kyle J. Wendtland, Director of Fossil Fuel Development at the Wyoming Energy Authority. Additional information may be obtained by contacting him directly, although no contact details were provided in the excerpt and should be retrieved from the complete RFP.
