Description

The Air Force Civil Engineer Center (AFCEC) Readiness Directorate, Requirements and Acquisition Division (AFCEC/CXA) has issued a Broad Agency Announcement (BAA) FA8051-24-S-0001 for Research and Development (R&D) for Air Force Airbase Systems. This five-year Closed Two-Step BAA invites innovative research in airbase facilities, emergency response, airfield operations, infrastructure protection, energy resilience, and environmental sustainability to support global Air Force operations.

The BAA follows a two-step process:

White Paper Submission – Initial white papers are submitted in response to specific "CALLs" issued under the BAA.
Full Proposal (by invitation) – Offerors with selected white papers will be invited to submit a full proposal.
The AFCEC Readiness Directorate is focused on expeditionary airbase support, emergency management, and environmental resilience. Research areas include:

Modern Timber Products in Expeditionary Environments (e.g., protective shelters, hybrid timber panels, and blast-resistant structures)
PFAS (Per- and Polyfluoroalkyl Substances) Destruction Technologies (e.g., mobile/fixed-site systems for waste processing)
Arctic-Capable Infrastructure & Utilities (e.g., cold-weather shelters, arctic utilities, and fire protection)
Automated Heavy Machinery & Robotics (e.g., autonomous construction, AI-driven equipment, and remote vehicle operations)
Airbase Facilities, Energy, and Utilities (e.g., rapid airbase construction, waste minimization, microgrids, and renewable energy)
Emergency Response & Fire Protection (e.g., firefighting innovations, rapid response tools, and wildfire suppression)
Infrastructure Protection & Security (e.g., blast mitigation, IED detection, and cybersecurity)
Awards may be made through procurement contracts, and the government may issue multiple awards based on availability of funding. The total funding ceiling is $49 million, with funding distributed over the BAA’s five-year period. Contract periods will be determined based on research scope.

Eligible applicants include industry, academia, nonprofit research organizations, and small businesses. Foreign entities are generally not eligible, except for fundamental research. Federally Funded Research and Development Centers (FFRDCs) and government entities may apply but must justify why their research is unavailable in the private sector.

Applicants must monitor SAM.gov for CALLs under this BAA. White papers should be submitted via email to the Contracting Officer listed in the solicitation. Classified submissions are not allowed.
