The Administration for Children and Families (ACF) within the Department of Health and Human Services (HHS) is forecasting a funding opportunity for the Residential Group Home, Shelter, and Transitional Foster Care (TFC) Services for Unaccompanied Children (UC). This program seeks to provide funding to organizations capable of delivering comprehensive, high-quality care that prioritizes the safety and well-being of unaccompanied children in federal custody. Services must operate 24/7, with the ability to admit children at any time, in compliance with state licensing standards.
The program's primary goal is to ensure that care providers meet high standards of child-centered services while adhering to federal custody requirements. Applicants must demonstrate the capacity to provide residential group home services, shelter, or foster care. Although organizations do not need to be licensed at the time of application, they must secure full licensure before placing children in their care. State and local governments, Native American tribal organizations, nonprofits, for-profit entities, and other eligible organizations may apply. Faith-based and community organizations that meet eligibility requirements are encouraged to participate.
The total estimated funding for this program is $1.5 billion, with individual award amounts ranging between $15 million and $500 million. Up to 100 awards are expected, depending on the number of meritorious applications and available funding. Cost-sharing or matching is not required for this program. Current recipients of similar funding may apply but must ensure the proposed services differ in location or type from their existing funded activities.
Applications are expected to be available starting February 3, 2025, with a submission deadline of April 4, 2025. Award decisions are anticipated by November 1, 2025, with projects starting on the same date. Organizations must submit applications electronically by 11:59 PM EST on the due date. Early submission is recommended to address potential issues during the application process.
