Mexico CDCS Annual Program Statement

The USAID/Mexico Country Development Cooperation Strategy (CDCS) Annual Program Statement (APS) for fiscal year 2024 (APS No. 72052324APS00001) was issued on May 3, 2024, and will remain open until May 3, 2025. The Virtual Industry Day is scheduled for June 12, 2024, from 11:00 AM to 12:30 PM (Mexico time), where potential applicants can learn more about this funding opportunity. Prospective applicants are strongly encouraged to register on www.grants.gov to receive updates and addenda notifications.
While this APS does not specify a total funding amount, each addendum will outline the available funding, focus areas, and timelines. The addenda may provide opportunities for a range of awards, including grants, cooperative agreements, simplified grants, and fixed-amount awards. The period of performance for individual awards will not exceed five years. Applicants should anticipate that funds under this APS will depend on availability, and the issuance of this APS does not guarantee awards.
Eligible entities include U.S. and non-U.S. public, private, for-profit, and nonprofit organizations, as well as higher education institutions and non-governmental organizations legally registered in countries falling under Geographic Code 937 (which includes Mexico). For-profit firms are allowed but cannot earn profit under these assistance awards. Local Mexican organizations will receive priority, and USAID encourages partnerships with local stakeholders to ensure sustainability and alignment with cross-cutting principles. Applications from individuals are not permitted.
Applications follow a two-phase process. Phase 1 involves submitting a concept paper that should not exceed five pages and can be in English or Spanish. Applicants must describe the problem, proposed solutions, alignment with USAID’s objectives, expected results, and implementation plans. Concept papers are reviewed using a "red, yellow, green light" system based on merit criteria, including alignment with USAID objectives, feasibility, and sustainability of the proposed solution. Highly rated concept papers will be invited to Phase 2, where applicants may submit a full application or participate in co-creation sessions with USAID.
Applicants are required to register with the System for Award Management (SAM) at https://sam.gov/ to obtain a Unique Entity Identifier (UEI). Registration can be time-intensive, so early action is recommended. Detailed instructions for SAM registration, including required documentation, are available in Attachment 5 of the APS document. USAID will not issue awards to organizations without an active SAM registration.
