The Wisconsin Department of Transportation (WisDOT) Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities program provides funding to improve transportation options for seniors and individuals with disabilities in areas where existing public transportation is insufficient, inappropriate, or unavailable. The funding supports both vehicle purchases and operational expenses for services that exceed the requirements of the Americans with Disabilities Act (ADA). This grant specifically applies to traditional 5310 projects, focusing on vehicle capital projects for the 2025 calendar year.
The program offers federal funding through the Federal Transit Administration (FTA), requiring a minimum 20% local cash match from grantees at the time of grant agreement execution. Vehicles can be selected from WisDOT’s Human Service Vehicle procurement list or self-procured by the grantee. However, self-procurement involves adhering to federal and state procurement requirements, paying the full cost upfront, and later receiving an 80% reimbursement. A competitive review process evaluates applications on criteria like demonstrated need, service benefits, coordination efforts, and financial capabilities, with a minimum score of 70 required for consideration.
Final decisions consider available funding and the quality of applications, with awards announced after review. Appeals for non-funding recommendations must be submitted in writing within 14 days of notification, and further instructions are provided for local public body eligibility documentation and compliance with WisDOT's Asset Management Plan.
