Description

The grant opportunity is part of the Small Business Innovation Research (SBIR) Program under the U.S. Department of Defense. It is aimed at small businesses that can develop and implement novel AI techniques for processing vast datasets to detect anomalies and uncover patterns across different sectors. These techniques will include advanced methods in machine learning, deep learning, and natural language processing. This research will primarily address the challenge of data analysis in complex datasets, such as those generated by sensors, communication systems, operational logs, and more. The AI models developed should be capable of identifying anomalies, patterns, and biases within large datasets to improve decision-making and operational effectiveness.

The purpose of this initiative is to encourage the development of AI technologies that are scalable and capable of handling massive data flows. The desired outcome is to create AI systems that can automatically and accurately detect deviations from normal behavior that might indicate potential issues, threats, or opportunities. Furthermore, the project aims to ensure fairness in AI models by identifying and correcting biases in datasets. The funding is aimed at small businesses that can meet the requirements of Phase I and Phase II under the SBIR program.

This opportunity is offered through a prize competition, known as xTechIgnite, which will identify eligible small business concerns. Only the winners of this competition will be invited to submit proposals for the SBIR program. The Phase I funding for this initiative allows for Direct to Phase II proposals, with an award of up to $2,000,000 for an 18-month period. Proposers will be required to demonstrate that the scientific and technical merit of their proposals is equivalent to that of a typical Phase I project.

During Phase II, selected businesses will engage in further research and development to refine their AI models. The focus will be on building a functional prototype that can transition to a marketplace for Project Linchpin and meet operational and security standards. The final goal is to deliver a prototype that demonstrates effective AI-powered anomaly detection and pattern recognition. By the end of Phase II, the prototype should be operational, secure, and ready for real-world implementation.

Phase III is geared towards dual-use applications of the technology in commercial sectors, such as financial services, healthcare, cybersecurity, retail, energy, transportation, and logistics. The AI technologies being developed will have broad applications for industries looking to improve operational efficiency, detect fraud, monitor health outcomes, manage inventory, and more. The impact of the technology is expected to be wide-ranging, enhancing decision-making and operational capabilities across diverse fields.
