The Office of Naval Research (ONR) has announced the Long Range Broad Agency Announcement (BAA) N0001425SB001, which supports Navy and Marine Corps Science and Technology (S&T) projects. This grant opportunity is issued under a merit-based competitive procedure as per the Department of Defense Grant and Agreement Regulations (DoDGARS) at 32 CFR 22.315(a). The BAA seeks proposals that advance scientific and engineering research for improving Navy and Marine Corps operations. The ONR reserves the right to fund all, some, or none of the proposals submitted under this announcement. This funding opportunity is open to academia, industry, and the global research community.
The announcement will remain open for approximately one year from the date of publication or until replaced by a successor BAA. Proposals may be submitted at any time within this period, but the government reserves the right to cease reviewing proposals after September 30, 2025, or upon issuing a new BAA. The primary technology areas being pursued can be accessed through the ONR website. Offerors are encouraged to contact the relevant Technical Point of Contact (TPOC) before submitting proposals. BAA Calls will be posted on the ONR website, SAM.gov, and Grants.gov to provide details on specific research efforts and proposal submission guidelines.
Eligible applicants include all responsible sources from academia, industry, and research institutions worldwide. However, Federally Funded Research & Development Centers (FFRDCs) and government labs are not eligible to receive awards. While Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to apply, no set-aside funding is allocated for these institutions. Teaming arrangements are permitted and encouraged where applicable. There are no cost-sharing requirements for contracts and assistance awards under this BAA, though voluntary cost sharing may be considered.
The grant allows for awards in various forms, including procurement contracts, grants, cooperative agreements, and other transaction agreements (OTAs). Proposals must be submitted electronically via FedConnect for ONR and NavalX-related projects or through email for MCWL and ONRG submissions. Proposal requirements include a cover page, technical concept, future naval relevance, project objectives, and rough order of magnitude cost estimates. Evaluation criteria include overall scientific and technical merit, naval relevance, potential contributions to ONR’s mission, and availability of funds. Proposals are reviewed on a rolling basis by technical experts, and notifications of award recommendations are provided via email. Final awards are issued only upon approval by the appropriate contracting or grants officer. The ONR strongly supports small business participation and subcontracting opportunities for socioeconomically disadvantaged entities. ONR also reserves the right to require additional cybersecurity and security classification measures where applicable.
