Description
The Illinois Department of Human Services (IDHS), through its Office of Workforce Development, is offering funding under the TANF Employment & Training Program – Special Projects, Community Resource Development Program. This grant opportunity is aimed at community-based organizations that can coordinate, educate, and connect local entities to improve access to services for TANF-eligible and other low-income individuals and families. The ultimate goal is to build community capacity and enhance service integration, thereby increasing economic stability and self-sufficiency for these populations.
The total anticipated funding for this opportunity is $75,000, with one award expected in the range of $30,000 to $75,000. The funding is supported by both federal and state sources, under Assistance Listing Number 93.558. While indirect costs are allowed, pre-award costs require prior approval and must be detailed in the grant budget. No cost sharing or match is required. Grantees may be eligible for two subsequent one-year renewals based on performance and appropriation.
Eligible applicants include private nonprofits with 501(c)(3) status, public community-based organizations, local government units, and community colleges. Applicants must also meet a variety of prequalification criteria including active registration with SAM.gov, a Unique Entity Identifier (UEI), and good standing with the Illinois Secretary of State. Applications are due electronically to DHS.ETNOFO@Illinois.gov by May 12, 2025, at 11:59 PM CST. The anticipated award date is May 30, 2025, with the grant period running from July 1, 2025, through June 30, 2026.
The funded program must deliver a broad array of services, including but not limited to public benefits education, parenting workshops, TANF informational sessions, housing support, employment assistance, mental health services, and financial literacy programs. Applicants must also demonstrate their ability to act as a hub, coordinating service delivery and strengthening connections among local organizations.
Applicants must submit several required forms and narratives, including the Uniform Application for State Grant Assistance, a proposal narrative, budget (via CSA system), conflict of interest disclosure, and a W-9 form. Evaluation criteria for the application include quality, need, organizational capacity, and budget justification. Reviewers will assign weighted scores to each section of the proposal.
