The Fiscal Year 2025 High Priority-Commercial Motor Vehicle (HP-CMV) program, issued by the U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA), offers funding opportunities to improve commercial motor vehicle (CMV) safety and compliance. Governed by 49 U.S.C. §§ 31102(l) and related regulations, the program anticipates distributing approximately $46.6 million in total funding through competitive awards, with a $2 million cap per award. Applicants may include state and local governments, nonprofit organizations, academic institutions, and other eligible entities. Applications must advance a public purpose, demonstrate alignment with federal safety regulations, and provide detailed project narratives and performance indicators. Innovative proposals that demonstrate measurable outcomes, such as crash reduction or increased regulatory compliance, will be prioritized. Funding will be awarded as grants or cooperative agreements based on the degree of FMCSA’s involvement. The performance period includes the fiscal year of the award plus two additional fiscal years. Applications are limited to a maximum of four project proposals.
