Fiscal Year 2024 Building Resilient Infrastructure and Communities (BRIC)
This funding opportunity provides financial support to U.S. states, territories, Tribal nations, and local governments for innovative projects that enhance community resilience against climate-related hazards and promote equitable outcomes for underserved communities.
Description
The Fiscal Year 2024 Building Resilient Infrastructure and Communities (BRIC) grant program is administered by the Department of Homeland Security (DHS) through the Federal Emergency Management Agency (FEMA). This program is authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended, Section 203 (42 U.S.C. 5133). The BRIC grant aims to support hazard mitigation projects that reduce overall risk to populations and structures from future hazard events while also decreasing reliance on federal disaster funding. By investing in pre-disaster mitigation, the program seeks to enhance community resilience against natural disasters.
With an estimated total funding of $750,000,000 for the fiscal year 2024, the BRIC program offers financial assistance to states, U.S. territories, federally recognized tribal governments, and local governments. The funding is designed to support activities such as infrastructure projects, mitigation planning, and capacity building that contribute to long-term resilience. The program emphasizes the importance of strategic investments that consider climate change and future risk conditions.
The maximum award amount per applicant is $150,000,000, with no minimum award amount set. However, the grant includes a cost-sharing or matching requirement, which means applicants must provide a financial contribution to the proposed projects. The program expects to issue approximately 800 awards under this funding cycle.
Eligible applicants include city or township governments, county governments, federally recognized Native American tribal governments, and Native American tribal organizations that are not federally recognized. Additionally, the District of Columbia and U.S. territories are eligible, but local governments within states and territories must apply through their respective state or territory agencies.
The application period for the BRIC program opens on January 6, 2025, and closes on April 18, 2025. Applications must be submitted through FEMA's Grants Outcomes (GO) system, accessible at https://go.fema.gov/. The grant opportunity is not offered on a rolling basis, and applicants should be mindful of the deadline to ensure timely submission.
