The Office of the Assistant Secretary for Health (OASH), a division of the U.S. Department of Health and Human Services (HHS), is forecasting a funding opportunity for the National Training Center for Title X and Teen Pregnancy Prevention (TPP). A separate but related funding stream of up to $3.5 million will be available for the Title X program, making a total of $5 million available for the National Training Center across both programs. The expected number of awards is one, meaning a single entity or collaborative partnership will be selected to manage the training center. The award ceiling for a single applicant is $1.5 million, with no matching funds required.

Eligible applicants include state governments, county and city governments, independent school districts, Native American tribal organizations and governments, nonprofits with or without 501(c)(3) status, public and private institutions of higher education, public housing authorities, small businesses, and other for-profit organizations. Entities may apply individually or in collaboration, provided they meet the eligibility criteria for both funding programs. If applying jointly, applicants must demonstrate their ability to execute the project collectively and resolve potential conflicts.

The estimated posting date for the official Notice of Funding Opportunity (NOFO) is April 25, 2025, with an application due date of July 15, 2025, by 6:00 PM Eastern Time. The award announcement is expected on September 1, 2025, and the project is anticipated to start on September 30, 2025. Funding will be distributed in 12-month budget periods, with the possibility of non-competing continuation applications required for multi-year projects.
