Description
The COVID-19 ARPA Capital Projects Fund Digital Connectivity Technology Program (DCTP) is a competitive grant program administered by the Pennsylvania Broadband Development Authority (PBDA). This program was established under the American Rescue Plan Act of 2021 and allocates $20,000,000 in devices (not cash) to increase access to broadband-enabled technology for low-income and underserved communities across the Commonwealth.
The program supports public-facing institutions such as libraries, schools, municipalities, community-based nonprofits, and workforce training organizations located in census tracts where affordability is a documented barrier to broadband adoption. Successful applicants will demonstrate technical, managerial, and financial capacity to implement a device distribution and digital skills program.
Eligible projects include the acquisition of laptops that enable broadband internet access and promote digital literacy. Devices may be loaned to individuals for off-site use or made available on-site in public facilities. Grantees retain ownership of the devices and may not charge users any fees. Each grant includes a four-year factory warranty, accidental damage protection, and shipping/handling.
Applicants must include a digital skills training component, a plan for sustainability beyond 2026, and demonstrate community engagement through partnerships, letters of support, and proof of municipal notification. Projects must be substantially completed by December 31, 2026. Grants will be awarded as devices delivered directly to the applicant, not as financial funds.
Applications for Round Two of the program are open April 1 to May 30, 2025, through the DCED Single Application for Assistance. A minimum of 20 devices and a maximum of 200 may be requested. Grantees must also submit quarterly and final reports and adhere to federal compliance rules, including environmental and anti-discrimination provisions.
