Description
The New York State Office of Temporary and Disability Assistance (OTDA), through its Bureau of Refugee Services (BRS), is issuing a Request for Proposals (RFP) for the Shelter Exit Services (SES) program, aimed at providing ORR (Office of Refugee Resettlement) eligible populations in New York with services that transition individuals and families from public shelters to permanent, affordable housing. This RFP seeks qualified applicants to administer SES programs across New York State, helping to address the housing needs of ORR-eligible refugees and other eligible individuals. OTDA anticipates awarding up to $10 million in ORR Refugee Support Services (RSS) funds, with contracts lasting for 18 months, contingent on funding availability and state appropriations.
The primary objectives of the SES program include aiding individuals and families currently residing in public shelters to relocate to secure, permanent housing that is affordable and appropriate. Key services funded under this RFP cover rental assistance for up to one year, developing relationships with landlords to secure housing options, conducting inspections to ensure basic habitability standards, and providing support that extends from pre-relocation logistics to post-relocation orientation. Contractors will offer multi-lingual and culturally sensitive services to accommodate the needs of diverse populations, and they will manage client eligibility determinations, coordinate referrals, and provide other wraparound services to support long-term housing stability.
Additionally, the program will provide funding to address essential needs such as furnishings, clothing, and food allowances. Contractors are expected to manage referrals for case management, employment services, and other support mechanisms that facilitate clients' transition from shelters to more permanent housing. Contractors will also set rental subsidy amounts and client contributions according to each household's circumstances. Transportation assistance for relocation and ongoing data reporting to OTDA/BRS on program effectiveness and outcomes are also required elements of contractor responsibilities.
The contract period will commence on May 1, 2025, and run through October 31, 2026. Services are to be provided throughout all counties in New York, ensuring that the SES program’s benefits extend across the state and reach eligible populations in need of stable housing and supportive services.
