Description

The U.S. Embassy Yaoundé Public Diplomacy Section (PDS) invites submissions for its Annual Program Statement (APS) under funding opportunity number EMB-Yaounde-APS-FY25-01. This opportunity supports projects that advance U.S. values, strengthen ties between the United States and Cameroon, and align with Embassy priorities, including government transparency, economic prosperity, peace and security, environmental sustainability, and climate adaptation. Programs must incorporate elements of American culture, expertise, or connections with U.S. institutions to promote increased understanding of U.S. policies and perspectives. The program is open to individuals and eligible organizations, including nonprofits, educational institutions, and media organizations.

The total available funding is $100,000, with individual awards ranging from $5,000 to $25,000. Projects should be completed within a period of one to 24 months, with an anticipated start date of January 1, 2026. Priority will be given to proposals that engage Cameroonians, particularly youth, women, civil society organizations, and residents outside Yaoundé. Projects should focus on key areas such as governance, economic growth, security, environmental sustainability, climate change, and professional journalism. Examples include workshops, cultural performances, academic exchanges, English language promotion, and civic education initiatives.

Proposals must clearly outline the goals, objectives, and program methods, including specific U.S. connections such as American experts, resources, or cultural components. Eligible applicants include not-for-profit organizations, individuals, professional trade organizations, and educational institutions. For-profit entities are not eligible. Organizations must have a Unique Entity Identifier (UEI) and an active registration with SAM.gov before submitting a full proposal. Individuals are exempt from these requirements. Applicants are limited to submitting one proposal per organization.

The application process includes two steps: submission of a Statement of Interest (SOI) and, if selected, a full proposal application. The SOI is limited to three pages and must include a program summary, goals, objectives, problem statement, proposed activities, and expected impact. A clear monitoring and evaluation plan, as well as a sustainability plan, is required. Budgets must be submitted in U.S. dollars and include detailed justifications for each expense category. Attachments such as resumes of key personnel, letters of support, and official permissions, if required, must accompany the application.

Applications are evaluated based on the quality and feasibility of the program idea, organizational capacity, program planning, budget justification, monitoring and evaluation, sustainability, and support for equity and underserved communities. The deadline for submissions is June 30, 2025, and applications may be submitted at any time before this closing date. Proposals must be emailed to PDSgrantsYaounde@state.gov.

Successful applicants will receive a written award notice and must comply with all reporting and administrative requirements outlined in the award agreement. Payment requests will be submitted via Form SF-270. Funds cannot be used for construction, scholarships, charitable activities, religious programs, or political activities.
