Street Outreach, RFA STEW - 24031
This funding opportunity is designed for organizations to provide mobile outreach services that connect individuals who use drugs, particularly those disengaged from treatment or facing barriers to care, with harm reduction resources and support to improve their health and safety.
Description
The New York State Office of Addiction Services and Supports (OASAS) has announced the availability of funding to support mobile outreach services aimed at expanding harm reduction education, resources, and linkages. This initiative is designed to reach individuals who actively use drugs and are not engaged in harm reduction or treatment services, as well as those facing chronic barriers to care or living far from traditional harm reduction centers. The program also seeks to reconnect individuals who have disengaged from substance use disorder (SUD) treatment services. Through street outreach, teams will work to build trust with individuals over time, offering immediate support and reducing negative consequences associated with substance use while connecting individuals with appropriate treatment and resources.
The primary goal of the initiative is to reduce drug-related fatalities, prevent the transmission of infectious diseases such as HIV and Hepatitis C (HCV), and improve access to care for those in need. This outreach effort is expected to create critical touchpoints for individuals who might otherwise not seek assistance, allowing them to access harm reduction services, treatment referrals, and additional social supports. The initiative reflects a public health approach to substance use disorders, emphasizing engagement, education, and the provision of essential health services.
Funding will support organizations that provide street-based outreach and harm reduction services, ensuring that at-risk populations receive access to care. The contract term for awarded grants is three years. Organizations will be required to deliver services directly in communities, leveraging mobile units and trained outreach personnel. The program encourages evidence-based harm reduction strategies and collaboration with healthcare providers and social service agencies to facilitate comprehensive care.
Eligible applicants include organizations with experience in harm reduction, substance use disorder treatment, or mobile outreach services. The program targets providers who can demonstrate a strong ability to engage with high-risk populations and offer culturally competent services. The funding opportunity emphasizes outreach to individuals who are otherwise disconnected from traditional treatment settings.
Applications must be submitted by April 1, 2025, at 4:00 PM. The request for applications (RFA) document and further details will be available on the OASAS procurement website. Interested organizations are encouraged to review all submission requirements and guidelines to ensure compliance.
Evaluation criteria will focus on applicants’ experience, service delivery models, capacity to provide mobile outreach, and alignment with the program’s harm reduction goals. Proposals should outline specific plans for outreach, engagement, and service provision, including strategies for reducing drug-related harm and linking individuals to further care.
