The Illinois Department of Transportation (IDOT) is offering funding through the Transportation Alternatives Program – Locally Programmed (TAP-L), which focuses on non-motorized transportation infrastructure. The program is designed to support projects aligned with the Northeastern Illinois Regional Greenways and Trails Plan (RGTP), promoting a connected network of trails and greenways in the region. A total of $53,000,000 is available, with funding reimbursing up to 80% of eligible project costs. Applicants must provide a 20% cash match, and indirect costs are not allowed.
Eligible applicants include local governments, regional transportation authorities, transit agencies, natural resource or public land agencies, and school districts. Non-profit organizations and IDOT are not eligible sponsors but may partner with eligible entities. Projects must be listed in an approved planning document, and Phase I engineering must be complete, except in hardship cases. All submissions must meet criteria such as improving the RGTP, enhancing the bicycle environment, and promoting inclusive growth.
Applications are due by December 20, 2024, at 5:00 PM and must be submitted through the eTIP portal. The application process requires detailed project descriptions, adherence to screening and evaluation criteria, and demonstrated alignment with TAP-L objectives. Technical assistance is available, with a session scheduled for October 30, 2024. Participation is optional but recommended.
Evaluation criteria include the project's alignment with the RGTP, connection to population and employment hubs, and overall regional impact. Final awards will be announced in June 2025, with the funding period starting in October 2025 and ending in September 2030.
