Description

The FY 2025 Community Connect Grant (CCG) Program, managed by the USDA Rural Utilities Service (RUS), seeks to provide financial assistance for constructing broadband networks in rural, economically challenged communities without broadband service. These networks are intended to support community-oriented connectivity, enhancing economic development, education, and healthcare opportunities. Approximately $26 million in funding is expected for FY 2025, with grant awards ranging from $100,000 to $5 million. The application window opens on February 20, 2025, and submissions are due by April 21, 2025, 11:59 a.m. ET.

Eligible applicants include incorporated organizations, state or local governments, Indian tribes, cooperatives, private corporations, and other legal entities with the capacity to enter into contracts and own broadband facilities. Applicants must define a Proposed Funded Service Area (PFSA) within a contiguous rural region where broadband service is currently unavailable. Grant funds cannot overlap with areas receiving other federal broadband funding or existing broadband service exceeding 10 Mbps downstream and 1 Mbps upstream. A minimum match requirement, as specified in the program guidelines, must be provided.

Applications must be submitted through the Community Connect online portal and include all forms and documents specified in the Application Guide, such as project narratives, budget justifications, and maps detailing the PFSA. Applicants must have an active registration in SAM.gov and a Unique Entity Identifier (UEI). A Community Center with at least two computer access points and free broadband service for two years is a mandatory component of each project. Essential community facilities in the PFSA must also be offered free broadband service for two years.

Proposals will be evaluated based on specific scoring criteria, including the need for broadband in the PFSA, technical feasibility, economic benefits, and alignment with USDA priorities such as addressing climate change, advancing racial equity, and improving market access for rural communities. Awards are made competitively, and higher-scoring applications are prioritized. However, RUS may adjust funding levels or award amounts to balance funding distribution.

Recipients are required to maintain detailed records, submit annual performance and financial reports, and adhere to federal policies, including the Build America, Buy America Act requirements. Post-award obligations include submitting geospatial data and updates on project service areas. Recipients must also ensure compliance with civil rights laws and nondiscrimination policies.

Anticipated award announcements will occur in September 2025, with a maximum three-year performance period. Prospective applicants are encouraged to seek technical assistance early and consult the Community Connect website for resources, mapping tools, and contact information for program staff.
