DEQ’s Solid Waste Management Grant Program
This funding opportunity provides financial support to local governments, tribal entities, and certain non-profits in Oklahoma for various solid waste management initiatives, including cleanup efforts and equipment purchases, to promote environmental sustainability.
Description
The Oklahoma Department of Environmental Quality (DEQ) is responsible for overseeing the prevention, control, and abatement of pollution caused by solid waste within the state, as outlined by various Oklahoma Statutes. The DEQ, through its Land Protection Division (LPD), offers a range of grants to local governments, tribal entities, political subdivisions, components of the Oklahoma State System of Higher Education, and certain non-profit organizations. These grants aim to support efforts related to solid waste management, cleanup, and environmental sustainability within Oklahoma.
The grants are available for the fiscal year 2026 (July 1, 2025 – June 30, 2026), with the application window open from December 1, 2024 to February 28, 2025. The DEQ encourages eligible entities to apply for funding that can be used for a variety of solid waste management initiatives, including illegal dumping control, waste collection events, and equipment purchase. The funding is provided on a reimbursement basis, with grantees required to submit invoices and reports monthly to DEQ. Applicants are required to follow specific procedures, including formal agreements and purchase orders, before beginning any projects.
Grants available under this program include those for Environmental Officer positions, solid waste management equipment, collection event grants, and special projects such as food waste management and sharps waste management. Applicants must demonstrate a clear plan for how they will use the funds, with particular emphasis on reporting metrics and progress during the project. Eligible applicants must also commit to using the funds in the fiscal year granted, with agreements expiring on June 30, 2026.
The DEQ has specific exclusions on what cannot be reimbursed, such as costs for buildings, vehicles, drones, laptops, and certain law enforcement equipment. The grant amount typically ranges between $1,000 and $50,000, with certain equipment grants allowing reimbursement for 80% of the costs of equipment between $5,000 and $50,000. The grants are highly competitive, and the availability of funding depends on the budget allocated by DEQ for each fiscal year.
Applicants must also adhere to the grant's documentation requirements, including the submission of monthly invoices, photos, and reports detailing the progress of the project. The DEQ reserves the right to deny reimbursement for funds spent before a formal agreement is executed, and invoices must be submitted by August 31, 2026 to ensure reimbursement. The grant application process requires careful attention to detail, as any discrepancies or errors may delay approval.
