This funding opportunity provides support to organizations that offer technical assistance and training to state and tribal administrators, coalitions, and organizations focused on preventing family violence and enhancing their program capacity.

Description

The Capacity Building and Program Technical Assistance for Family Violence Prevention and Services Act Formula Grantees funding opportunity is being offered by the U.S. Department of Health and Human Services through the Administration for Children and Families, Office of Family Violence Prevention and Services (OFVPS). This initiative aims to strengthen the support systems and infrastructure that serve survivors of domestic violence through strategic training and technical assistance efforts. The grant is part of a broader effort to enhance the effectiveness of programs funded under the Family Violence Prevention and Services Act (FVPSA).

This funding opportunity will make three awards to technical assistance providers. Each awardee will be responsible for serving one of three categories of FVPSA formula recipients: state/territory administrators, tribes/tribal organizations, and domestic violence coalitions. Together, these grantees will form the FVPSA Formula Grantees Capacity Building Consortium. The consortium is expected to offer specialized, targeted assistance and to work collaboratively to foster communication and knowledge sharing among the FVPSA-funded networks. The grant emphasizes support in areas such as regulatory guidance dissemination, monitoring of local programs, integration of best practices, and development of management and partnership capabilities, including outreach to culturally specific organizations.

Eligible applicants for this opportunity include national, tribal, statewide, or other nonprofit organizations that have the capacity to provide national-level training and technical assistance. Organizations must demonstrate a strong history of supporting states, tribes, and/or domestic violence coalitions through capacity-building activities. Faith-based and community organizations may apply on an equal basis, provided they meet all eligibility criteria. Applications from individuals or foreign entities will not be considered and will be disqualified from the review process.

The funding opportunity is offered as a cooperative agreement, reflecting the active involvement of the federal agency in the implementation of the project. The total estimated program funding is $1,500,000, with individual awards ranging between $300,000 and $330,000. There is no cost-sharing or matching requirement. The grant aligns with the Assistance Listing Number 93.592, supporting discretionary activities under the Family Violence Prevention and Services Act.

The application forecast indicates an estimated post date of February 28, 2025, with applications due by May 1, 2025. Award decisions are expected to be made by August 29, 2025, and the project start date is scheduled for September 30, 2025. Applications must be submitted electronically no later than 11:59 PM Eastern Time on the due date. The forecast was last updated on August 1, 2024, and the archive date is listed as March 28, 2025.
