Organizations must demonstrate a strong history of supporting states, tribes, and/or domestic violence coalitions through capacity-building activities. Faith-based and community organizations may apply on an equal basis, provided they meet all eligibility criteria. Applications from individuals or foreign entities will not be considered and will be disqualified from the review process.

The funding opportunity is offered as a cooperative agreement, reflecting the active involvement of the federal agency in the implementation of the project. The total estimated program funding is $1,500,000, with individual awards ranging between $300,000 and $330,000. There is no cost-sharing or matching requirement.
