The Minnesota Department of Agriculture’s Green Fertilizer Grant Program provides funding for agricultural and rural electric cooperatives to invest in green fertilizer production facilities in Minnesota. The initiative supports facilities using renewable energy and green hydrogen to produce nitrogen-based fertilizers such as anhydrous ammonia or urea. The program aligns with climate and sustainability goals, offering significant financial support to eligible projects.
To qualify, applicants must be agricultural or rural electric cooperatives organized under Minnesota Statutes 308A or 308B. They must demonstrate long-term investment commitments in green fertilizer facilities, ensure that all inputs and outputs (renewable energy, hydrogen, ammonia) are sourced and utilized within 100 miles of the production site, and commit to providing training on fertilizer application best practices. Additionally, facilities must operate within five years of the grant agreement’s effective date and produce fertilizers entirely in Minnesota.
The program prioritizes projects demonstrating business readiness, securing private or public financing, and being located in counties with a poverty rate exceeding 9%. Approximately $6.665 million is available for funding, with individual awards ranging from $250,000 to the total available amount. Each facility requires a separate application, and a minimum 50% matching investment is mandatory, which may include cash or in-kind contributions.
Applications must be submitted by 4 p.m. Central Time on March 18, 2025, through an online portal. First-time applicants need to create an account before accessing the "Green Fertilizer Grant" application. The Request for Proposals document outlines detailed requirements and instructions for submission. Applicants are encouraged to prepare thoroughly to ensure eligibility and compliance with all program rules.
