2025-2026 Traffic Safety Improvement Program
This program provides federal funding to Indiana state agencies, local governments, universities, coalitions, and nonprofits to implement traffic safety initiatives aimed at reducing fatalities and injuries on the roads.
Description
The Traffic Safety Improvement Program (TSIP) is administered by the Indiana Criminal Justice Institute (ICJI) Traffic Safety Division (TSD) and offers federal funding support to advance traffic safety initiatives across the state of Indiana. The program is designed to reduce traffic-related fatalities and injuries by funding projects that align with established traffic safety priorities and employ evidence-based strategies. TSIP targets entities such as state agencies, local governments, universities, coalitions, and nonprofit organizations working on initiatives to improve road safety and mitigate crash risks.
The program focuses on several priority areas including reducing injuries and fatalities from speeding, impaired driving, crashes involving motor vehicles and motorcycles, school bus accidents, distracted driving, and unsafe behaviors. Additional goals include enhancing law enforcement capabilities related to traffic supervision, increasing use of occupant protection devices, improving driver performance, pedestrian and bicycle safety, crash investigations, traffic records, roadside safety for emergency vehicles, and teen driver education. Proposed projects must be data-driven and demonstrate measurable outcomes. Applicants are encouraged to align their activities with the “Countermeasures That Work” document published by the National Highway Traffic Safety Administration (NHTSA).
Eligible applicants must register with IntelliGrants to access and submit their application online. Applications must include a summary of the project, a statement of need, supporting data, proposed solutions, desired outcomes, and a detailed budget. Specific application attachments include the applicant’s most recent audit, project-relevant documentation, and a federal indirect cost rate agreement if applicable. Proposals must be submitted by 11:59 p.m. Eastern Time on Monday, April 28, 2025. The grant period runs from October 1, 2025, through September 30, 2026. All program activities, including equipment purchases, must be completed by the end of the second quarter of the grant period.
This is a reimbursement-based grant with a required 20 percent match. Match contributions must follow federal guidelines and be verifiable, reasonable, and necessary for the accomplishment of project objectives. Indirect costs may be included using either a federally negotiated rate or a de minimis rate up to 15 percent of modified total direct costs, subject to supporting documentation.
TSIP funds may not be used for certain costs including real estate, weapons, fuel, first-class travel, food, lobbying, or other prohibited expenses as outlined in federal and state regulations. Supplanting of existing funds is prohibited. Subrecipients are required to comply with all monitoring and reporting requirements, including quarterly submission of programmatic and fiscal reports, and are subject to audits in accordance with 2 CFR Part 200.
