The amendment to the NIST Manufacturing Extension Partnership (MEP) Competitive Awards Program outlines updates and provides further guidance for funding proposals under the program. Managed by the National Institute of Standards and Technology (NIST), this program supports U.S. manufacturing competitiveness by funding initiatives within MEP Centers, a network of specialized centers across the states. The amendment specifically updates the December 2020 funding notice (NOFO No. 2021-NIST-MEP-CAP-01) and continues to invite applications for projects that align with MEP’s objectives, such as enhancing U.S. manufacturing capabilities, advancing workforce development, and improving supply chain resiliency.

The amendment reiterates the primary objectives of the MEP program, which is designed to strengthen small and medium-sized manufacturers (SMMs) across the nation through technology, workforce development, and strategic collaborations. Funded projects are expected to add new capabilities to the MEP network, address Industry 4.0 innovations, improve employee recruitment and retention, or enhance supply chain management. Additionally, the amendment states that awards will support activities beyond what is covered by existing cooperative agreements with the centers.

Funding for these awards will vary, with single-center awards receiving up to $1 million and projects involving multiple centers eligible for up to $5 million. Proposals may span up to three years, with the project start dates anticipated 90-180 days post-application. Funding instruments will primarily be cooperative agreements, allowing for NIST’s active engagement in projects. Importantly, there is no requirement for non-federal cost sharing in this program, and funds cannot be double-counted against other MEP grants.

Eligibility for this program is restricted to active MEP Centers operating under a current cooperative agreement with NIST. Centers may apply independently or collaborate with other organizations, including other MEP Centers, through subawards. The application process is strictly electronic through Grants.gov, with a comprehensive application package required, including SF-424 and SF-424A forms, a detailed technical proposal, budget narrative, letters of commitment, and various supporting documents as specified in the checklist.

Applications will be evaluated based on technical needs, benefits to the MEP network, management structure, and sustainability plans. The review process includes an administrative eligibility check, a merit review by at least three technical experts, and potential pre-award negotiations with NIST for top proposals. Only applications achieving a minimum score of 70 out of 100 will be considered fundable. Selected applicants may also be required to engage in NIST-hosted virtual kickoff conferences and MEP Network meetings throughout the grant period.
