The HUD Section 4 Capacity Building Grants aim to enhance the technical and operational capacity of Community Development Corporations (CDCs) and Community Housing Development Organizations (CHDOs). These grants enable recipients to undertake community development and affordable housing projects for low-income individuals and families. The funds are sourced from the U.S. Department of Housing and Urban Development’s (HUD) Section 4 program, which focuses on improving organizational stability and increasing the effectiveness of affordable housing initiatives.

The purpose of this grant is to develop the capabilities of eligible organizations, particularly those serving rural and tribal communities. The program targets initiatives that support underserved areas, encouraging the development and preservation of affordable housing. Applications are welcomed from CDCs, CHDOs, Tribes, Tribally Designated Housing Entities (TDHEs), Tribal Housing Authorities (THAs), and Native Community Development Financial Institutions (CDFIs).

Funding is primarily directed at organizations working to stabilize and expand their capacity to run community development projects. The grants may cover expenses for technical assistance, operational support, and other activities directly linked to housing and community improvement programs. Applicants must prepare specific documents, such as a budget template and organizational document checklist, as part of their submission.

Eligible applicants include nonprofit organizations like CDCs and CHDOs, tribal entities, and Native CDFIs operating in rural and tribal areas. The program prioritizes organizations with a demonstrated commitment to serving low-income communities. Applicants must meet HUD’s income level requirements, with beneficiaries earning 80% or less of the area median income (AMI).
