Description

The Municipal Vulnerability Preparedness (MVP) Action Grant is a funding opportunity offered by the Executive Office of Energy and Environmental Affairs (EEA) in Massachusetts. The grant aims to assist municipalities and eligible entities in advancing climate adaptation projects that address climate change impacts, such as extreme weather, sea level rise, flooding, and severe heat. The program supports projects that are aligned with municipal climate resilience plans and helps communities enhance their preparedness for environmental challenges.

To be eligible, municipalities must have completed the Community Resilience Building (CRB) process through MVP Planning 1.0 or an equivalent process recognized by the EEA. Municipalities that have received an “MVP Community” designation from the EEA are eligible to apply, along with other Commonwealth political subdivisions, authorities, commissions, boards, and related instrumentalities. Eligible non-municipal applicants must align their proposals with an MVP-approved municipal climate resilience plan and submit letters of support from related municipalities. Tribal governments are also eligible.

Applications for the FY26 MVP Action Grant must be submitted through COMMBUYS, the Commonwealth’s procurement website. The deadline for applications is April 4, 2025, at 2:00 p.m. All questions regarding the grant must be submitted by March 10, 2025, at 4:00 p.m., and responses will be posted on COMMBUYS by March 17, 2025. Additionally, this funding round includes a dedicated set-aside for rural and small towns, as designated by the Office of Rural Affairs.

Applicants must submit a completed online application, project scope and budget, statement of match, and letters of commitment from relevant entities, such as landowners and partnering municipalities. If applicable, additional documents such as an appraisal for land acquisition projects or Climate Resilience Design Standards Tool attachments must also be included. All funded projects must provide monthly progress updates, project deliverables, and a brief case study summarizing lessons learned.

The grant requires a 10% match of the total project cost, which can be provided through cash or in-kind contributions. Some exceptions may apply, and details are outlined in the Request for Responses (RFR) document. The MVP program emphasizes 10 core principles that should be incorporated into grant applications.
