Massachusetts Clean Energy Technology Center (MassCEC)

This program provides funding to organizations that create job training and career opportunities in the clean energy sector for young adults, especially those from underserved communities in Massachusetts.

Description

The Climate Service Corps Grant Program, managed by the Massachusetts Clean Energy Center (MassCEC), is designed to grow the clean energy workforce in Massachusetts by providing work-based learning and career guidance for youth and young adults, particularly those from underserved populations. With an anticipated need for over 38,000 new clean energy workers by 2030, this initiative is intended to create accessible and inclusive pathways to jobs in energy efficiency, clean heating and cooling, and related climate-critical occupations.

The Climate Service Corps offers two types of grants: Implementation Grants, which provide matching funds for complete workforce development programs, and Planning Grants, which support organizations in preparing to launch comprehensive implementation programs. Implementation grants are available up to $375,000, while planning grants offer up to $50,000 along with technical assistance. The program targets individuals aged 18-24, particularly those from Environmental Justice (EJ) neighborhoods, low-income communities, underrepresented groups in the clean energy workforce, and those with fossil fuel industry backgrounds.

Eligible applicants include a wide range of organizations, including community-based entities (e.g., affordable housing providers, EJ organizations), public and private educational institutions (K-12 and post-secondary), vocational schools, federally recognized and state-acknowledged tribes, workforce development organizations, for-profit training providers, trade associations, unions, and Massachusetts MassHire Career Centers and Workforce Investment Boards. Partnerships are allowed, but a lead applicant must be designated.

The grant application process is open on a rolling basis until 11:59 PM ET on May 12, 2025. Pre-application support includes a webinar held on February 14, 2025, and office hours on April 10 and May 7, 2025. Applications, including all required forms and supporting materials, must be submitted via email to rfpworkforce@masscec.com with the subject line “Climate Service Corps Grant Application.” The application package must include an authorized signature form, a program application, budget and schedule documents, and a sample agreement.

MassCEC strongly encourages participation from organizations with experience in equitable workforce development, community engagement, and youth programming. Submitted proposals are evaluated on their ability to deliver tangible results for program participants and contribute meaningfully to Massachusetts' clean energy goals. Additional resources, including FAQs and webinar slides, are available to help guide the application process.
