UMRS Forest Resources Inventory and Analysis

The U.S. Army Corps of Engineers (USACE), through the Engineer Research and Development Center (ERDC), has announced a funding opportunity for research and development projects focusing on forest resources inventory and analysis in the Upper Mississippi River System (UMRS). This initiative, managed by the Rivers Project Office (RPO), aims to address various aspects of forest management, including data collection, forest community dynamics, invasive species control, and the development of forest stewardship plans. A key element is the monitoring of changes in forest composition and the evaluation of management practices to enhance ecosystem health and biodiversity.

The primary objectives of this funding opportunity include the collection and analysis of forest data across different sections of the UMRS, including Pools 25, 26, and adjacent areas. The research will support decision-making in forest management and restoration activities, such as reforestation, invasive species management, and the evaluation of wildlife habitat requirements. Funding for this initiative totals $550,000, with a maximum award of $50,000 for the first year. Eligibility is restricted to non-federal partners of the Great Rivers Cooperative Ecosystems Studies Unit (CESU), ensuring expertise in floodplain ecosystems and related disciplines.

Applications will follow a two-phase submission process. Phase I requires a two-page Statement of Interest (SOI) focusing on qualifications, expertise, and organizational capabilities. SOIs are due by January 2, 2025. If selected, applicants will proceed to Phase II, submitting a comprehensive technical and cost proposal by January 31, 2025. Applicants must demonstrate expertise in the UMRS ecosystem, including experience with vegetation monitoring and data analysis.

Selection criteria prioritize the technical merit of the proposed research and its relevance to Department of Defense (DoD) missions. Proposals will be categorized as "Selectable" or "Not Selectable" based on their alignment with program goals and available funding. Successful applicants will engage in detailed reporting, including progress and financial reports, throughout the project lifecycle.
