Description

The EmPower Massachusetts Implementation Grants, offered by the Massachusetts Clean Energy Center (MassCEC), support innovative and actionable clean energy projects that increase access to clean energy benefits or reduce energy burdens for underserved communities in Massachusetts, termed "Priority Groups." These grants aim to address disparities in energy access and environmental justice. Priority Groups include Environmental Justice Populations, low-income households, English-isolated communities, renters, and populations disproportionately affected by environmental hazards or the fossil-fuel-based energy system. Projects eligible for funding can focus on clean energy adoption, reducing energy costs, or building capacity for community-based programs.

For Fiscal Year 2025, applicants can request up to $150,000, with the funds expected to be utilized within three years. Eligible expenses include program staffing, engagement activities, technical support, professional services, marketing, and direct capital costs like clean energy installations. However, no more than 25% of the grant can be allocated to capital costs. MassCEC encourages leveraging existing incentive programs, exploring innovative financing models, and addressing unique challenges such as renter energy solutions or public health benefits related to clean energy. Applicants may also propose non-energy co-benefits, like job creation or community resilience.

Applications are open to community-based organizations, nonprofits, public entities, for-profits, and individuals, with conditions requiring partnerships with Priority Groups or relevant community organizations. Applicants do not need prior experience in clean energy but must demonstrate engagement with Priority Groups and alignment with the program's goals. Pre-application support, including workshops and office hours, is available. MassCEC also offers in-kind technical assistance for eligible projects, such as installer partnerships or clean energy training.

The FY25 Implementation Grants follow a two-round submission process. The first round closes on October 17, 2024, and the second round on April 3, 2025. Optional pre-application review deadlines are September 16, 2024, and February 27, 2025, offering applicants feedback on their draft proposals. Award notifications will be issued within two to three months of submission. Applicants must submit the completed forms, including the FY25 Signature and Acceptance Form and the Implementation Grant Application Form, via email or through MassCEC’s online portal.

Proposals are evaluated on innovation, impact, budget clarity, and alignment with program goals. MassCEC seeks projects that are replicable, involve diverse approaches, and provide meaningful benefits to Priority Groups. Proposals that demonstrate additional benefits, such as workforce development or improved public health, are encouraged but not required. MassCEC prioritizes geographic diversity and a variety of clean energy technologies in its funding decisions.
