This funding opportunity provides financial support to state and tribal agencies, community organizations, and collaborations focused on improving safety and well-being for families affected by domestic violence and child welfare issues.

Description

The "Child Welfare and Domestic Violence Agency Collaborations to Support Families" funding opportunity aims to enhance collaboration between child welfare and domestic violence agencies to improve the safety and well-being of families experiencing domestic violence and child welfare involvement. It encourages the inclusion of those with lived experiences in decision-making processes. Projects are expected to build capacity for trauma-informed, individualized services and foster multilevel, multisystem collaboration to reduce child abuse and neglect.

The program, authorized under the Child Abuse Prevention and Treatment Act, offers a total funding of $1,500,000, with six anticipated awards ranging from $200,000 to $250,000 for the first budget period. The program spans three years, divided into one-year budget periods. Eligible applicants include states, Indian tribes, tribal organizations, public or private agencies, and combinations of these. Faith-based and community organizations that meet eligibility criteria may also apply. Individuals, foreign entities, and applications requesting funds above the specified ceiling or submitted late are disqualified.

Applicants must register with SAM.gov and Grants.gov and submit applications by March 21, 2025, through Grants.gov. The application must include a project narrative, detailed budget, timeline, organizational capacity documentation, and letters of support. Submissions are limited to 75 pages and must follow formatting guidelines, including specific font and spacing requirements.

Review criteria include the project's objectives, approach, organizational capacity, evaluation and logic model, and budget justification, totaling 100 points. Evaluation plans must be robust, outcome-focused, and include data management strategies. Projects should address systemic barriers, enhance service accessibility, and promote cross-system collaboration. Sustainability plans are required to ensure continued impact beyond federal funding.

Key dates include an optional notice of intent by February 19, 2025, and the project start date is expected to be September 30, 2025. Award notices will be issued via a Notice of Award, which serves as the official grant agreement. Post-award, recipients must comply with administrative, financial, and reporting requirements, including semi-annual performance and financial reports.

Applicants are encouraged to collaborate with a wide range of partners, including legal professionals, health agencies, and community organizations, to achieve project goals. For support during the application process, potential applicants can contact program or grants management representatives or refer to guidance provided on the ACF and Grants.gov websites.
