Strategic Fund Job Growth Incentive
This program provides cash incentives to businesses expanding or relocating to Colorado, aimed at creating new jobs and boosting the local economy.
Description
The Strategic Fund Job Growth Incentive is a cash incentive program administered by the Colorado Office of Economic Development and International Trade (OEDIT). The program is designed to support business development, expansions, and relocations that generate new jobs in Colorado. The incentive provides up to $6,500 per net new job, with funding available for a five-year period.
The program primarily targets businesses considering interstate competitive expansion or relocation projects. In some cases, the Strategic Fund may also support nonprofit-led initiatives related to key industries or regional economic development.
To qualify, businesses must:
Create new jobs in Colorado that are maintained for at least one year.
Secure a strong local matching commitment ($1:$1 match required).
Demonstrate economic “spinoff” benefits, such as:
Attracting suppliers or tourism activity.
Enhancing Colorado’s economic reputation.
Supporting large expansion initiatives.
Show capital investment relative to job creation.
Address a special local economic event, such as replacing recent layoffs.
Be competitive at the interstate level.
Additional consideration is given to businesses that do not meet the Economic Development Commission’s minimum 100% annual average wage rate requirement if they meet other qualifying criteria.
