The Defense Advanced Research Projects Agency (DARPA) Information Innovation Office (I2O) has issued the Information Innovation Office (I2O) Office-Wide Broad Agency Announcement (BAA) HR001125S0002 to solicit proposals for cutting-edge research in information and computational sciences that can provide a decisive advantage for national security. This BAA specifically excludes research aimed at incremental improvements and instead seeks revolutionary advancements in artificial intelligence, cybersecurity, and resilient computing systems.
DARPA’s I2O mission is to develop transformative capabilities in AI, cybersecurity, and computational sciences to maintain a strategic advantage. The office focuses on four major thrust areas:
Proficient Artificial Intelligence (AI) – Advancing AI technology, creating AI-driven national security solutions, and ensuring AI systems are safe, secure, and trustworthy.
Resilient, Adaptable, and Secure Systems – Enhancing software security and resilience through AI-driven formal verification, legacy system security, and scalable software protection techniques.
Advantage in Cyber Operations – Developing autonomous cybersecurity tools capable of anticipating, detecting, and responding to cyber threats beyond human capabilities.
Confidence in the Information Domain – Addressing information warfare, data integrity, and adversarial influence across various digital and cognitive levels.
The funding opportunity is open to U.S. and non-U.S. organizations, including universities, research institutions, and commercial entities. Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), and U.S. government entities must confirm eligibility before applying. While Historically Black Colleges and Universities (HBCUs), small businesses, and minority institutions are encouraged to participate, no dedicated set-aside funding is available.
The submission process includes an optional Abstract Submission Phase, allowing proposers to receive feedback before submitting a full proposal. Abstracts may be submitted on a rolling basis until October 1, 2025, at 5:00 PM ET, and full proposals will be accepted until October 29, 2025, at 5:00 PM ET.
Evaluation criteria prioritize Overall Scientific and Technical Merit, Potential Contribution to the DARPA Mission, and Cost and Schedule Realism. Proposals should demonstrate a strong technical approach, feasibility, and a clear alignment with DARPA’s objectives.
