Utility Account
This grant provides financial support to local governments in North Carolina's most distressed counties for infrastructure projects that create jobs and enhance industrial activity.
Description
The IDF-Utility Account, authorized under N.C.G.S. 143B-437.01, provides grants to local government units in the 80 lowest-ranked counties in North Carolina to support job creation. Funds may be used for publicly owned infrastructure projects, including water, sewer, gas, telecommunications, transportation, and electrical utility improvements. Eligible projects must directly support industrial activity and result in job creation within 24 months. Priority is given to projects that offer higher wages and employer-paid health benefits.
Eligible applicants are local governments in the state’s most distressed counties. Job creation requirements mandate that full-time positions (35+ hours per week) be maintained for at least six months. A cash match of 25% is required for projects outside the 25 most distressed counties. If job commitments are not met, local governments must repay funds. The application process consists of a pre-application, due 35 days before a Rural Infrastructure Authority (RIA) meeting, followed by an invitation-only full application. Scheduled RIA meetings are on August 15, 2024; October 17, 2024; December 5, 2024; February 20, 2025; April 17, 2025; and June 19, 2025.
