This program provides financial support to individuals and organizations in Montana for projects that enhance irrigated agriculture while promoting water conservation and sustainable resource management.

Description

The Montana Department of Natural Resources and Conservation (DNRC) is accepting applications for the 2025 Biennium Irrigation Development Grant (IDG) Program until January 12, 2025, at 5:00 PM. This program aims to support projects that increase or sustain irrigated agriculture in Montana while promoting water conservation and preserving natural resources for future generations. Grant applications should be submitted via the Submittable platform, and detailed guidelines must be reviewed before applying.

Eligible applicants include individuals, associations, partnerships, and corporations. Projects must be implemented within Montana, provide measurable public benefits, and address the conservation, management, or development of irrigated agriculture. Examples of eligible project types include land leveling, planning, new irrigation development, system repair and upgrades, and water measurement efforts. Ineligible projects include irrigation for domestic lawns, personal use alfalfa or hay, and any project that results in adverse impacts to renewable resources.

Grants cover 50% of total project costs, up to $50,000, and require a 50% cost share from the applicant. Matching contributions can be in the form of cash or in-kind services directly tied to the approved project scope. Matching funds must be documented and meet program eligibility requirements. Eligible expenses include contracted technical and engineering services, construction services, and the purchase of approved equipment or materials. Ineligible expenses include administrative costs, indirect costs, resalable equipment, and activities that restrict lawful property access.

Projects are evaluated based on public benefits, economic impacts, alignment with water conservation goals, geographic balance, and technical and financial feasibility. Higher preference is given to projects supporting family farms, utilizing reserved water rights, or demonstrating a committed cash match. Projects must also comply with environmental standards and demonstrate no unmitigated adverse impacts to renewable resources. Applications for projects that could not proceed without grant assistance will receive additional consideration.

Award notifications will include conditions such as submitting a procurement plan within a 12-month timeframe. Expenses incurred prior to the award letter date are generally ineligible for reimbursement unless otherwise approved. The DNRC reserves the right to rescind awards if startup conditions are not met within the specified period.
