Description
The National Leadership Grants for Libraries (NLG-L) program, funded by the Institute of Museum and Library Services (IMLS), aims to advance library and archival services in the United States. It provides support for innovative projects that address critical issues in library and information science, enhance the workforce, and develop institutional capacity. The grants encourage collaborative efforts among libraries, archives, museums, and related organizations to improve public services and access to information.
The total anticipated funding for FY 2025 is $11,500,000, with an estimated 45 awards to be granted. Award amounts vary by project type: Planning and Forum projects range from $50,000 to $150,000, Community-Centered Implementation projects range from $25,000 to $100,000, National Implementation projects range from $50,000 to $1,000,000, and Applied Research projects range from $50,000 to $750,000. The average past award amount is approximately $356,005. Funding decisions are contingent upon the availability of funds and the quality of applications received.
Eligible applicants include state, local, or tribal government entities, private nonprofit organizations, academic institutions, digital libraries, consortia, and library associations. Libraries, archives, and organizations administering library services are eligible to apply, provided they are located in the United States, the District of Columbia, U.S. territories, or associated states such as the Republic of Palau and the Federated States of Micronesia.
The application process consists of two phases: Phase I requires a Preliminary Proposal, due by September 20, 2024. A subset of applicants will then be invited to submit a Full Proposal (Phase II), due by March 10, 2025. Projects must begin on August 1, 2025, and can last from one to three years, with an anticipated award notification in July 2025. Some project types, such as National Implementation projects exceeding $249,999, require a 1:1 cost share.
Applicants must register with SAM.gov and Grants.gov to submit applications electronically. The application package must include the SF-424S form, a narrative proposal, a project schedule, budget documentation, performance measurement plans, and other required materials. Evaluation criteria focus on the project’s potential impact, feasibility, dissemination plan, and alignment with IMLS priorities.
