Notice of Funding Availability (NOFA) – Program Year 2025
This funding opportunity provides financial support for community development projects that improve housing, infrastructure, and services for low- and moderate-income individuals and families in Bexar County.
The Bexar County Economic and Community Development Department has announced the availability of funding for community development projects through the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency Solutions Grants (ESG) programs for Program Year 2025. These federally funded programs aim to support housing, infrastructure, economic development, and homelessness prevention initiatives that benefit low- and moderate-income individuals and families in Bexar County.
The CDBG program provides funding for projects that benefit low- and moderate-income communities, eliminate slum and blight conditions, and address urgent needs. Eligible activities include housing rehabilitation, economic development, public facilities, and infrastructure improvements. The HOME program supports the development, acquisition, and rehabilitation of affordable housing for low- and moderate-income families. Projects eligible for HOME funding include new affordable housing construction, home rehabilitation, and land acquisition for housing projects. The ESG program assists individuals experiencing or at risk of homelessness by funding emergency shelter construction, rental assistance, case management, and street outreach efforts.
Interested applicants must submit funding requests that align with the goals of these programs. The application will be available on the Bexar County Economic and Community Development webpage beginning at 10:00 AM on March 10, 2025, and the deadline for submission is 11:59 PM on March 31, 2025. Applicants must demonstrate their ability to execute proposed projects and meet program requirements, including providing matching funds where applicable. Priority will be given to projects addressing critical community development needs outlined in Bexar County’s 2021-2025 Consolidated Plan.
The application review process will take place in May 2025, during which a scoring committee of subject matter experts will evaluate proposals based on need, impact, feasibility, applicant capacity, collaboration, and sustainability. The committee will submit funding recommendations to the Bexar County Commissioners Court for final approval. Preliminary selections will be announced in June 2025, with final selections made in August 2025.
