Description

The Minority Serving Institution Partnership Program (MSIPP) Consortia Grant Program (CGP) is a funding opportunity provided by the National Nuclear Security Administration (NNSA) under the Department of Energy (DOE). The purpose of this program is to develop and support a sustainable career pathway for students from Minority Serving Institutions (MSIs) and Tribal Colleges and Universities (TCUs) to prepare them for significant contributions to the Nuclear Security Enterprise (NSE). By fostering strategic partnerships between MSIs, TCUs, and NSE facilities, the program aims to increase workforce capacity and enhance national security through education, research, and collaboration in STEM disciplines.

The MSIPP CGP focuses on expanding scientific and technical knowledge in fields relevant to the NSE, including Advanced Manufacturing, Cybersecurity, Engineering, and Nuclear Security. It aims to provide experiential learning opportunities for students in Science, Technology, Engineering, and Mathematics (STEM) disciplines. Additionally, the program seeks to build and strengthen the research and educational capacities of participating institutions while fostering collaborations between MSIs, TCUs, and DOE/NNSA laboratories, plants, and other related sites.

This funding opportunity is open for a period of three years, with a total estimated program funding of $25,000,000. Individual awards range from a minimum of $500,000 to a maximum of $5,000,000. There is no cost-sharing or matching requirement for applicants. The program is classified as discretionary and focuses on funding activities related to education, energy, and research and development in science and technology.

Eligible applicants include private institutions of higher education and public or state-controlled institutions of higher education. The program is specifically designed to benefit consortia that consist of MSIs and TCUs, encouraging collaborative research and workforce development initiatives that align with NSE objectives. The primary goal is to increase the number of MSI and TCU students graduating with STEM degrees and to enhance their employment opportunities within the NSE STEM workforce.

Applications for this grant opportunity must be submitted by June 15, 2026, which serves as the final closing date. The funding opportunity is structured to include six receipt dates within the three-year period, allowing institutions multiple chances to apply. The announcement was originally posted on January 5, 2024, and the most recent update was made on February 18, 2025.
