Request for Information University Partnership Models

Description
The U.S. Army Combat Capabilities Development Command - Army Research Laboratory (ARL) has issued a Request for Information (RFI) (DEVCOM-ARL-RFI-25-01) seeking input from academic institutions on innovative partnership models. The goal is to develop agile and trusted collaborative frameworks that enable ARL to leverage academic expertise in addressing the Army’s science and technology needs for 2040 and beyond. This initiative aims to enhance collaboration on both publicly releasable basic science and classified research projects, incorporating the Army's unique challenges into tailored research strategies.
The RFI encourages universities to propose models that include strategic engagement at various organizational levels, from research faculty to university presidents. Other focus areas include managing collaborations across sensitivity levels (public, Controlled Unclassified Information (CUI), Secret), protecting U.S. research and technology, and integrating additional universities or industry partners. Proposals should also emphasize education, professional development, recruitment, and shared use of facilities. The framework should support rapid response to emerging topics and establish panels of cleared academic experts to advise on sensitive Army technology challenges.
Specific questions are outlined in the RFI, such as agreement types, logistics of collaboration, handling classified materials, and ensuring robust tech protection. Respondents are also asked to describe how their models could involve other universities and industries, support professional development, and address emerging Army needs. Examples of past collaborative models, such as the Collaborative Research Alliance (CRA), are referenced for context.
Submissions must include a one-page cover sheet with the title, organizational details, and point of contact information, along with concise responses to the RFI questions. All responses should be in PDF format and electronically submitted to UniversityRFI@army.mil by 5:00 PM Eastern Time on December 6, 2024. Questions can also be submitted to the same email address, excluding proprietary or classified content. Telephone inquiries will not be accepted.
The RFI is intended for planning and informational purposes only, and it does not imply a commitment to procure services or goods. Respondents are advised that submissions will not be acknowledged, and the ARL is not obligated to provide feedback.
