The Texas Commission on Environmental Quality (TCEQ) invites applications for the New Technology Implementation Grant (NTIG) Program under the Texas Emissions Reduction Plan (TERP). The NTIG program supports projects aimed at reducing emissions from stationary sources in Texas through innovative technologies. Eligible projects include electricity storage for renewable energy, pollution reduction from stationary sources, and emissions reduction in oil and gas industry activities. Approximately $10.9 million in funding is projected for this program, with at least $1 million reserved for renewable energy storage projects. Grants are competitive and provide up to 50% reimbursement of eligible costs.
Eligible applicants include individuals, businesses, government entities, and other organizations owning or operating stationary emissions sources in Texas. Applicants must demonstrate significant emissions reductions and compliance with all applicable local, state, and federal regulations. Eligible activities include renewable electricity storage systems, new technology for pollution control at stationary sources, and emissions reduction systems for oil and gas operations. Projects must achieve at least a 25% reduction in regulated emissions compared to baseline levels, verified by certifications, testing, or documentation.
Funding covers equipment, supplies, installation, and maintenance directly related to implementing eligible projects. Expenses must be documented and fall within specified cost categories. Ineligible costs include indirect administrative expenses, costs incurred before the program’s opening date, and financing or marketing expenses. Applicants must bear at least 50% of the project’s incremental costs. Reimbursement is based on actual costs incurred and documented through invoices, proof of payment, and compliance with grant terms.
Applications will be accepted from October 31, 2024, to January 7, 2025, via secure upload to TCEQ's file transfer system or by mail. A complete submission must include the application, project proposal, detailed budget, and supporting documentation. Applications are scored on a 100-point scale, emphasizing program alignment, emissions reduction capability, cost-effectiveness, project location, and applicant qualifications. Priority is given to projects that involve renewable energy, recover waste heat, or reduce flaring and other emissions.
Grantees must implement projects by April 30, 2027, and maintain compliance for at least five years. Quarterly reports during the implementation period and annual reports during operation are mandatory. TCEQ retains 10% of the grant amount until the project is operational. Grantees must provide insurance for equipment, comply with permitting requirements, and address environmental and safety considerations.
