The BJA FY25 Virtual Reality De-escalation Site-Based Initiative aims to support law enforcement agencies in adopting innovative virtual reality (VR) technology to enhance training in de-escalation techniques. By employing VR systems, the initiative provides law enforcement personnel with an immersive environment for scenario-based training. This technology focuses on improving responses to individuals in crisis, including those with mental health issues, developmental disabilities, or those experiencing substance use disorders. The program aligns with broader goals of improving public safety and fostering trust between communities and law enforcement.

This grant opportunity offers a total of $5,500,000 in funding, with an award ceiling of $800,000 per recipient. Up to seven awards are anticipated, each with a performance period of 36 months starting on October 1, 2025. Eligible applicants include state, local, and tribal governments, as well as public and private institutions of higher education. Partnerships between law enforcement agencies and university-based researchers are required to evaluate the program's impact and develop curriculum and scenario designs.

Applicants must develop VR training programs that align with evidence-based practices such as Crisis Response and Intervention Training (CRIT). Deliverables include a VR curriculum and scenario development, community engagement in planning, and performance measurement of the training's impact on crisis response and de-escalation outcomes. A mandatory partnership with an academic research institution ensures evaluation and refinement of the training.

The application process involves two stages. An initial submission of the SF-424 form through Grants.gov is due by March 12, 2025, at 11:59 PM ET, followed by a full application submission in JustGrants by March 19, 2025, at 8:59 PM ET. Required documents include a detailed project narrative, budget detail form, Memoranda of Understanding with partners, and resumes of key personnel. Projects must adhere to guidelines on allowable costs and performance measurement as outlined in the Department of Justice Application Resource Guide.

Applications will be assessed through a rigorous process that includes a review of basic minimum requirements, merit-based peer review, and programmatic and financial evaluations. Scoring criteria emphasize problem identification, project design and implementation, organizational capacity, and budget reasonableness. Geographic diversity, strategic priorities, and the applicant's performance history may also influence final award decisions.

Award notifications will be made by September 30, 2025, and successful applicants must comply with reporting requirements, including quarterly financial reports, semi-annual performance reports, and adherence to civil rights laws. Pre-application resources, including a webinar on March 4, 2025, provide additional guidance.
