Description

The FY 2026 Emergency Solutions Grant (ESG) program, administered by Norfolk's Department of Housing and Community Development, aims to address homelessness through targeted funding and support. Applications for the program are open from November 25, 2024, to January 10, 2025, with the funding period running from July 1, 2025, to June 30, 2026. Funded annually by the U.S. Department of Housing and Urban Development (HUD), the program has $389,791 available to support eligible projects. Local governments and nonprofit organizations are encouraged to apply, with proposals requiring matching contributions in the form of cash or in-kind resources.

ESG funds may be used to engage homeless individuals and families living on the streets, improve the number and quality of emergency shelters, support shelter operations, provide essential services to shelter residents, rapidly re-house homeless individuals and families, and prevent homelessness. The grant supports five main components: street outreach, emergency shelters, homelessness prevention, rapid re-housing assistance, and the Homeless Management Information System (HMIS). Additionally, up to 7.5% of the allocated funds may be used for administrative activities.
