This program provides funding to states for the construction and maintenance of facilities that help recreational boaters dispose of sewage safely and effectively.
Description
The Clean Vessel Act Grant Program provides funding to states for the construction, renovation, operation, and maintenance of pumpout stations and waste reception facilities for recreational boaters. The program covers 75% of the project costs, including equipment, renovation, upgrading, pumps, piping, lift stations, and more. Grant recipients are responsible for a 25% match, which can be in the form of cash, labor, materials, or a combination.
Eligible activities include the construction, renovation, operation, and maintenance of pumpout and dump stations, as well as holding tanks, piping, hauling costs, and bleed-in facilities for transporting boater's sewage to treatment plants. The program also supports the development of pumpout station plans in the coastal zone, surveys of recreational vessels with holding tanks, and educational programs.
Ineligible activities include those that do not provide public benefits, law enforcement activities, construction/renovation of land-based restroom facilities, and on-site sewage treatment plants. Additional requirements include public access to pumpout stations, visible signage, easy accessibility for all boats, equitable fees, reasonable operating hours, and continued accessibility for recreational vessels.
To receive funding, applicants must complete the CVA Pumpout Grant Application and submit it to the grants coordinator. The application can be mailed or submitted electronically.
